Proposed requirements include one to the effect that in the event the defense article to be exported is classified, the export is made by a person having the appropriate USG security clearance, in compliance with the Department of
Defense National Industrial Security Program Operating Manual (DoD NISPOM) and pursuant to an approved
transportation plan.
