SUMMARY: DoD is seeking comments from Government and industry on potential changes to the Defense Federal Acquisition Regulation Supplement (DFARS) to address requirements for the safeguarding of unclassified information. The changes would add a new subpart and
associated contract clauses for the safeguarding, proper handling, and cyber intrusion reporting of unclassified DoD information within industry.

DATES: Public Meeting: A public meeting will be held on April 22, 2010, from 8 a.m. to 4 p.m. EST. Attendees should register for the public meeting at least 2 weeks in advance to ensure adequate room accommodations. The public meeting will be held in the National Aeronautics and Space Administration's (NASA) James E. Webb Memorial auditorium, NASA HQ, 300 E Street SW., Washington, DC 20546.

News and Announcements from The Defense Security Service (DSS) : DSS Announces Upcoming Personnel Security Investigation (PSI) Projection Survey

DSS has announced that on March 31, 2010 DSS will deploy the Spring 2010 PSI Projection Survey to the FSOs of all active, cleared facilities. This Survey will collect PSI projections for FY2011-2013. A full notice with updates to the Survey can be seen on the DSS website (copy in the downloads area of this website) and content and screenshot examples can be viewed on the DSS website (copy in the downloads area of this website). Questions pertaining to the Spring 2010 PSI Projection Survey can be directed to DSSPSISurvey2010@ds.mil.

Survey Underway to Determine Costs Associated with NISP

As the Executive Agency for the National Industrial Security Program (NISP) under Executive Order 12829, the Department of Defense is required to advise the President on the cost of the NISP. DSS determines the costs by surveying contractors who possess classified information at their cleared facility.

To meet this requirement, DSS is sampling randomly selected contractor facilities using an OMB-approved survey.

Participation is voluntary and anonymous. Responses are statistically merged to prepare the report.

DSS appreciates your cooperation and submission of the cost information by 12 February 2010.

Please send questions with regard to the legitimacy of the survey to AandE@dss.mil.

    The DSS Counterintelligence Office has released the 2008 "Targeting U.S. Technologies: A Trend Analysis of Reporting from Defense Industry." This DSS report is based on an analysis of Suspicious Contact Reports received from defense industry and identifies the most frequently targeted U.S. technologies, reflects the most common collection methods utilized, identifies entities attempting the collection, and identifies the regions where these collection efforts originate. Twenty-three (23) facilities have been selected for the award, which will be presented at the annual training seminar of NCMS on June 18, 2008 in Mashantucket, Conn.
    The Cogswell award, established in 1966, is named in honor of the late Air Force Col. James S. Cogswell, the first chief of industrial security within the Department of Defense.     DSS has released and made available a new Industrial Security Letter, ISL 2009-02 June 06, 2009. This ISL contains clarifications of DSS plicies with respect to three areas under the NISPOM:

    - Pre-employment Clearance Action; and
